The course will be a 3-day workshop on WTO Dispute Settlement. The first half of the course will consist of lectures on the WTO panel and appeals process, with focus on questions such as (a) what is the jurisdiction of a WTO panel and the Appellate Body? (b) What kinds of measures can be challenged in WTO dispute settlement? (c) Who are the parties in WTO dispute settlement, and what are their respective roles? (d)What kinds of evidence are admissible in WTO proceedings? There will be in-class exercises to test participants' understanding of these topics. The second half of the course will take the form a panel simulation exercise. Participants will be divided into 4 groups: one complainant, one respondent, one third party, and the panel. The teams will prepare for a day and a half to prepare for a simulated panel hearing, during which the complainant, respondent and third party will deliver oral arguments based on a simulated fact pattern, and the panel will ask questions and render a decision.
